Municipal archival institutions in the Far Eastern Federal District: legal status, A.A. Toropov
The differences in the organizational and legal status of 232 municipal archival institutions in the Far Eastern Federal District, as well as the trends towards lowering their status and reducing the staff size, are shown. Attention is drawn to the connection of the problems with the loss of an independent status by a number of archival administrative bodies.

The article describes the interaction of the Committee for Archives of the Nizhny Novgorod region and 50 municipal archival institutions operating there: organization of professional retraining, verification of compliance with legislation in the field of archives, work on the creation of an insurance fonds and digitization of documents. Attention is drawn to the high degree of storage load in some archives, their insufficient staffing.

The main characteristics of the condition of 74 municipal archives in the municipalities of the region are given; the negative dynamics of their development are noted: a reduction in the number of archival departments and an increase in municipal archival institutions, insufficient staffing and the absence of its dependence on the volume of stored documents. A proposal was made to develop at the federal level a methodology for calculating the economic feasibility of creating an archival institution.

The characteristic of the documents of the secret part of the Leningrad City Executive Committee stored in the fonds of the Central State Archive of St. Petersburg is given, their source possibilities for studying the topic of the survival of besieged Leningrad in its various aspects are revealed: from mobilization pre-war measures to the organization of evacuation of the population, public catering, food accounting, formation of the city budget, control over the implementation of decisions taken.
